Timezones

How are timezones set in ESQL/C 4.1 for SCO Unix? I have an esql program, which I call from a user, whose profile says TZ=PST8PDT but all my results are in GMT not PST. What did I do wrong? Is it an installation of Informix problem? Is it a compile problem? Is it a runtime problem? Do I need to setup some other environmental variables? I tried changing /etc/timezome , the system TZ to PST8PDT but that didn't help either.
