I'm having trouble with dbaccess (12.10 & 14.10) running on Ubuntu 18.04.1 LTS
under the Windows Linux subsystem.
I have been unable to find a TERM/TERMCAP combination that allows the arrow
keys and enter key to work.
Please advise....

You can try to create new TERMCAP record (for new terminal)
First fond out what arrow keys and enter key send.
(you can use octal dump program for that - od)
When you find what key combination is for those keys, you can change that in
TERMCAP file.
For example in my Win Lin subsystem arrow up send "ESC [ A", arrow down "ESC [
B" etc
