Buffer manager internal error
A user on IDS 7.31.UC7 (AIX 5.3, 16GB RAM) saw "Assert Failed: Buffer manager internal error" (rsbuff.c line 135, action "Internally corrected") in the online log at startup/quiescent mode, and suspected his SHMVIRTSIZE/SHMADD settings. That's a known issue in 7.31.UC7, which, to top it off, is on quality hold for
a rather nasty recovery issue. If I were you, I'd move away from that version
as fast as I possibly could.

If you post the stack dumped in file
/raj/af.3eff487
this might make it possible to give more detail on specifically what went
wrong. In theory, problems that say they were "Internally corrected" should
not affect correctness of operation. Unfortunately the information "File:
rsbuff.c Line: 135" alone is not enough to determine exactly what caused
this message, because that line is in a generic error routine. The stack
dump should show what function actually called the error routine. That will
help narrow it down, although some functions may have multiple different
calls to the error routine for different errors, in which case it might not
be possible to tell which one was actually hit.
