In a UNIX environment, a system user with a valid login id/password is essentially a valid database user (I can't speak for NT). There is no specific "CREATE USER ..." statement. Once a user has a valid UNIX login, you control his/her database connectivity by granting CONNECT/RESOURCE/DBA permissions at the database level. Once connectivity is established, you may further grant and revoke a user's permissions at the table level and/or via roles. If I misunderstood your question and what you're really after is how to establish user permissions through a script, let me know.
