The section you cite applies to changing the ONCONFIG parameters themselves, which determine the log configuration AT INITIALISATION TIME! The last paragraph of this section states ".... to change the size of the log files, it might be easier to add logs of the desired size and drop the old ones". It's a perfectly valid exercise to subsequently alter the size and/or number of logical logs.
