can't create new dbspace

We are using Dec Alpha server 2100 Unix - Dec 3.2d Informix online 7.1 We created a root dbspace a while ago before the OS was all set up. Later we installed SQL and 4GL and re-installed Online with those and have been using the database. But now we can't create another dbspace. From the command line it causes a core dump, and from onmonitor it claims that the new file for the dbspace is not user and group are not `informix`. We have checked all permissions and user informix many times, but it just doesn't believe it.
