It does make a difference. Cursors FOR UPDATE can only be opened inside a transaction, for example, when the database is changed to logging mode. Cursors are automatically closed at the end of a transaction unless declared WITH HOLD. Locks are automatically freed at the end of a transaction, can only be placed inside a transaction, and the UNLOCK statement must be outside a transaction. I'm worried about other implications that I don't know of.
