Need a database

My company is going to develop a software package for project budgeting, tracking, scheduling, and reporting. We need to use a relational database where we can embed SQL in C or C++ code. We need to be able to include the necessary runtime database software with our software, and still be able to sell it for $50 or less. I need suggestions for what database we can use where we would pay the least per copy royalties. Please reply by email as I may miss messages posted to the newsgroup.
