DEC/Cobol DateTime Conversion

Does anyone know how to convert a 'VMS date_time ( quadword )' which is an eight byte packed DATETIME sort-of looking thing. I know using the $ASCTIM function in Cobol would be the trick, but, unfortunately, we don't have access to it. We either need to do this in C or 4GL or BASIC so as to load this data into our Informix database. Any help would be appreciated.
