Initialising Informix

I am trying to initialize informix on a new server and I am getting this error. The server is HP UX 11.11 and Informix IDS 7.31 What could be the problem / This action will initialize Informix Dynamic Server; any existing Informix Dynamic Server databases will NOT be accessible - Do you wish to continue (y/n)? oninit: Fatal error in initializing ASF with 'ASF _INIT_DATA' flags; asfcode = '-25580'.
