ontape -s very slow

On IDS 7.30FC7 on HP-UX 11 using raw disk: size of database is 66 GB, and when i make ontape -s ( level 0 ) onto disk (i know that isn't normal ;-), usually its speeds at ~15MB/sec and is ok, but sometimes it take ~1MB/sec or less. Does anybody knows why ? IDS can be in quiescent mode or on-line its doesnt matter, serwer is database dedicated machine and there is no other high load procesess
