How do I increase user threads?

It is also used as part of I4GL-RDS, for Rapid Development System. Neither of these is likely to be what you meant -- there won't be any way to increase the number of threads in an I4GL program in the version 7.3 product when it is released. Is that IDS 7.3?

Increase the third field in the NETTYPE parameters:
NETTYPE ipcshm,2,50,CPU
NETTYPE tlitcp,2,100,NET
This configures 50 user threads for shared memory connections and 100 for TCP/IP
connections.
