Need X tool that is a GUI frontend to SQL.

I am building a application that needs to guide a user through building an SQL statement. If someone knows of a SQL parser, that will also be great. Since this is a small part of the app, I don't want to pay royalties for each user seat. I have seen utilities that are Queries generaters, and report writers.
