141: ISAM error: TBLspace table overflow

I'm trying to create a detached index with Informix Online 7.10.UC1 on a
three-processor SPARC 1000 with SOLARIS 2.4 using:
create unique index index01 on table01 (col01, col02) in dbspace01;
It consistently fails after about 30 minutes with:
141: ISAM error: TBLspace table overflow
The table has about 18 million rows and is less than 2.5GB.
The columns col01 and col02 are defined as "integer not null".
The index should be less than 500MB.
The target dbspace (which is empty) and DBSPACETEMP are both 4GB.
The root dbspace is 800MB with about 400MB free.
$INFORMIXDIR/etc/$ONCONFIG(TBLSPACES) = 2000 but this shouldn't matter.
The database was created without logging.
Logical logs are 6*40MB for checkpoint and other stuff.
"alter table table01 add constraint primary key (col01, col02)" works OK.
Note that you can't direct a primary key to a separate dbspace.
I've read the informix FAQ and checked InfoTech.
I talked to five people from Informix engineering and ATG.
I'm stuck. Anyone know how to fix this? Thanks.
