I don't speak ADO/OLEDB, and you can't use ESQL/C. I'm guessing that in your connection string (DSN, whatever you want to call it), you can place dbname@dbserver, or information like 'database=dbname:server=dbserver'. In the former case, you omit the dbname and see what happens. In the latter case, you may still be stuck - try omitting the database attribute, or omit the server attribute and specify '@dbserver' as the database name. This applies in concept whether you load the data into the registry or into an odbc.ini file or write inline. Once you have a connection to the plain server, you can prepare and execute (or execute immediate) the CREATE DATABASE statement the same way you would a CREATE TABLE statement. If it is none of these, you're going to have to start educating me before I can help you further; I've done what I can to educate you.
