Some activity is logged even if you do not have transaction logging turned on for a database. This includes any dat definition laguage(DDL) constructs such as create table, create index, etc. In version 7 I know you can direct temp table activity to a dbspace that will allow you to side step the logging of DDL for temp tables (see DBSPACETEMP). I can't recall if this option was available in version 4. Also remember that the logical logs for the online instance are shared between all databases. So if you have other databasdes on the system=20 that are logging they could also be adding information to the log. There is a cryptic utility called tblog that will show you the contents of the logical log (if you have some time).
