I don't know what a CIASM file is, but if you've got a lot of records, the fastest way to put them in a DBF is to just output them as non-delimited fixed length records to a text file, then glue a DBF header on the front. The only catch is that you'll need to have a single space at the beginning of each record to take up the space where the dBase "deleted" flag is.
