It is not desirable behaviour -- so it is a bug of some sort.
However, the code I tested shows the correct diagnostic behaviour.
The i4gl menu environment worked quite happily too.

This is on a Sparc 10 running Solaris 2.4 with 4.12.UE1.
It is almost certainly a platform specific bug.
Or it requires more context to trigger the problem.
