Because the relational paradigm does not include the concept of
"ordering" in a table - so inserting data in a particular order make no
sense.
See "An Introduction to Database Systems", by C. J. Date, sixth edition,
pages 91 -93: Properties of Relations: tuples are unordered, top to
bottom.
To depend on a select to fetch the tuples in the same order that you
inserted them is a mistake. Its not guaranteed.
