Mark,
I am quite sure that when I had both TAPEDEV and LTAPDEV set to
/dev/null onbar wouldn't work. Changing TAPEDEV to a disk file cleared
the proble, and I didn't restart the instance.
BTW this was on SUSE LINUX

Are you sure it wasn't LTAPEDEV? Although OnBar doesn't use the OnTape
parameters directly, they do indirectly affect OnBar. That is, setting
LTAPEDEV to /dev/null will automatically clear your logs before OnBar
can
back them up.
