So your map context is loaded in to memory and the ancillary data is mapped above it also in memory, but not necessarily as part of the underlying map context. The theory is that you can then use the base map context for common data that would support multiple apps. With respect to traffic, you have a real time component and a history of data. You need this to monitor traffic flow. An example... if you're in car X and it crosses the first toll plaza at time t and then the second plaza at time t2, knowing that they are a specific distance apart, you can gauge the speed of the traffic.
