Informix engine will not initialize

I am running Online v7.22 on a HP 10.20 box. We lost a drive and I am recovering the database. The ontape -r runs fine. 08:50:24 Event alarms enabled. ALARMPROG = '/dev/null' 08:50:26 DR: DRAUTO is 0 (Off) 08:50:26 INFORMIX-OnLine Initialized -- Shared Memory Initialized. 08:50:26 Dataskip is now OFF for all dbspaces 08:50:26 Recovery Mode 08:50:29 Physical Restore of rootdbs, logdbs, elitedbs started. 10:15:59 Physical Restore of rootdbs, logdbs, elitedbs Completed. 10:15:59 Checkpoint Completed: duration was 0 seconds. but if I bring the database down (onmode -ky) and back up this is what I get. 10:21:57 INFORMIX-OnLine Stopped.
