he onstat that concerns you.

} With only a handful of sessions running (~15), the Ready Queue (as shown
} in onstat -g mgm) builds, with 1 session blocked on memory, and all
} remaining sessions blocked on priority. I cannot figure out why these
} sessions are piling up. BTW, if I remove any of these sessions, the
} others are not affected.
