You can have one application that reads from Informix and writes that data to SQL Server. Is this what you mean? We use VB6 and ADO 2.0 which is fine as long as you don't need to process too much. We also use New Era to do this (although I'd avoid it like the plague if I were you). Delphi is another (and highly spoken of) tool. We're writing to Informix SQL Server and Fox pro.
