Lock Queue Behaviour

We have an application that will lock a table in exclusive mode and then another 10 transactions will kick off to access that table with wait in shared mode. The 11th transaction is another lock exclusive. Testing shows a straight queue however is there a chance that the order of transactions queued could run out of the submitted sequence? Regards Chris
