Access local database using INET

Is there a way to simulate I-NET access to a local database? Our LIVE environment comprises of two HP-UX, ie. one running Informix Online 5.0 and the other as the client running the Relay Module (Inet). However, we only have 1 HP-UX for development which is also serving the database. In our development, we access the database with "database db" with environment variable INFORMIXDIR set and in live, we access using "database db@dbsvr" with environment variable SQLRM and SQLRMDIR set. Is there a way to configure the development box so that we can issue "database db@devel" to access the local database? Pls advise. Thanks.
