I think we're talking at cross purposes a bit here. The scenario under which you might decide to set the high water marks at or just below 50% is if all log usage was down to one process - therefore, you need the same amount of space to be able to roll it back. In a continuous multi-user environment, where only a proportion of log writes are down to any one process, then you will need relatively less room to roll back so you can set the watermarks higher.
