What it says? In the DBSPACETEMP parameter in ONCONFIG (or in the
environment variable of the same name), you are listing dbtemp4 as a
dbspace, but the server thinks that dbspace does not exist, or it is
disabled, or it is actually a blobspace -- whichever it is, it cannot
be used as a temporary dbspace. It's a warning -- but maybe you
should fix the problem. If you didn't know dbtemp4 was down, you do
now; perhaps you should fix it. If you never had a dbspace of that
name, remove the entry from the relevant parameter.

Also, check onstat -d and look for flags col to see "T" against
dbspace. As
Jonathan advised you might be using dbtemp4 either in ONCONFIG or in
env. variable. Possibily dbtemp4 has not been created as TEMP dbspace
( -t switch with onspaces). If you don't need this then remove it from
ONCONFIG and drop that dbspace.
