The only thing I can think of is that the IIS proccess is running under a different account (IUSR_HOSTNAME) than you login with. Try running INFORMIXDIR\\bin\\regcopy.exe to copy the registry settings for the IIS account. Also, be sure the PATH variables have C:\\Informix set for the administrator of the machine. It runs ok from the command line because all of the environment variables are set correct for your account. Hope this helps you, good luck.
