Your success is going to be based on how complex your Oracle PL/SQL is to start with. IDS 11 does add some "Oracle-esque" brain dead features that would make things easier. The MTK will help, however you'll probably also have to manually do some rewrites on the more complex things. When doing the migration, you should first consider the type of database, size and redo its layout to take advantage of IDS's features. Then when you get to the pl/sql stored procedures, you'll have to take each one at a time and test it. (The MTK is a tool, its not a silver bullet.) I would strongly recommend that during the migration process, you review your business requirements and determine if it makes sense to refactor anything that you have in place.
