In one case, which happened to be at a DOL contract I worked on, the requirements called for one license of the full blown Informix development environment and fifty two licenses of the less expensive Informix SQL product. Our team wrote an application to automate unemployment insurance benefits quality control using 4GL and ESQL, and sent the finished product out to the fifty States. We also sent each of the of the states a copy of Informix SQL so that they would have the option of writing custom reports for internal use against the BQC database, and perform fast ad-hoc queries when the need arised. This approach seems to work well since the users were by no means programmers, but did have knowledge of how the data was organized, and could be trained to learn SQL in a realatively short period of time.
