you didn't say if all this was in response to a problem. i assume
if you have 24 to 30 threads in the wait queue that you are experiencing
some performance problems, but not necessarily.

i think that if the server ran out of semaphores that it would
complain, and you should see a message in the log file. i would check
there and see if you see anything, but also post back to say if you are
actually experiencing any problems with this.
