-369 error on HP with ESQL

We are getting a -369 message when trying to open the database with an ESQL/C program on the HP with Informix 7.1. The thing is this only seems to happen to sites that didn't put Informix in the same directory as we did on the machine that the software was compiled on. We are using the +s option for the shared libraries in the linker and setting SHLIB_PATH. It finds the libraries okay. Any ideas?
