Error -461: Cannot open file 'csql.iem'

I have a program written in ESQL running on a Windows NT system using an Informix Server version 7.2.3 UC1 on Solaris 6 and every time there is an error the following error is generated instead of the proper error message: Error -461: Cannot open file 'csql.iem' Can someone tell me how to resolve this problem? The Informix client on the NT box is using the language EN_US.CP1252, and the client utility is v9.14. I did a search and the csql.iem file is found on the client machine in two locations.
