users field in NETTYPE paramater

I have 3 processors, about 50-60 actual simultaneous connecions being made by 50 to 60 people. I have NETTYPE ipcshm,3,22,CPU I know that the users field refers to the number of connections against the engine but what does "users" actually mean. Should this account for only connections by people or should it include the informix sessions e.g. CLEANERS etc?
