User running Informix 11.70 workgroup edition (16GB shared memory limit) encountered "out of virtual shared memory" errors despite low transaction volume. As you know, workgroup edition has a 16 GB limit on shared memory.
What is happening is that Informix wants to add another virtual memory
segment for some reason, and the addition of that new segment would push you
over the memory limit.
What does "onstat -g seg" show you? Do you have a lot of memory segments
added already? Perhaps the size of additional memory segments (SHMADD) has
been set too large?
Perhaps something is hanging on to memory and not releasing it? What
version of Informix are you using?
Most likely you'll need to find out what is running that is trying to grab
more virtual memory.

Here's mine for you: If you are running any later v11.50, any 11.70, or v12.10 earlier than 12.10.xC5W1 there are at least three memory leak bugs that were fixed in 12.10.xC5W1 and a patch release of 11.70 (I don't remember what the patch version # is and I don't know if any fix is available for 11.50 on short notice). V11.50 and 11.70 also suffer from a bug that uses up file handles and memory as well under specific conditions that is fixed in an early 12.10 release and the latest v11.70 release. In addition to that, if you are running v11.70 or 12.10 and have VP_MEMORY_CACHE_KB set without the "STATIC" option (the "DYNAMIC" alternative is the default in 11.70 and 12.10 STATIC was the only behavior in 11.50) then the DYNAMIC VP memory cache behavior may be stealing memory and triggering additional shared memory segments to be allocated to replace it. onstat -g afr /onstat -g mem.
Which pools/sessions are taking up the memory?

checking 'onstat -g mem' was already mentioned in one of the other responses.
Consider collecting this output in intervals after this Informix instance was
started.
Then you should be able to see if there is a specific memory pool which grows
constantly, for example.
Also, this output will be helpful if you involve technical support by opening
a PMR.
