Problem Management System

I am looking for a Problem Management system that uses the Informix database. Any leads would be helpful (commercial or in-house). Desired features include: -Logging problems -Appending to problems -recognize Logger, Reporter, Assignee, interested parties -Priority/Severity -occurance date, Target date, completion date -E-mail interface for notification, appending, logging(?) -Client/Server Architecture -etc...
