With OpenLink Multi-Tier ODBC drivers, which include a server component, you can define a file which holds a set of initial SQL statements to be executed for each new connection. I've used this to set both the isolation level and pdqpriority for users using MS-Access as an ad-hoc query & reporting tool. You can define different initial SQL files (as well as many other parameters) based upon user id, host name/address, application name, etc. I'll avoid any further testimonials here and simply point you at http://www.openlinksw.com for more information.
