There is no "recreate" command, that's a placeholder for manual
operations. Simplest way?
1. dbexport the database with -ss (so objects not currently in the
default dbspace are recreated in the correct place)
2. rename the database
3. dbimport the database using the -d option to specify a new home for
the catalog and tables not otherwise located. (Don't forget to set the
desired logging mode with -l)
4. drop the original database once everything checks out.
You could drop the database in step 2 if you want, but like all good DBAs
I'm more than a little paranoid

Or the totally unsupported way is to create copies of each catalog table,
take the engine offline and switch the partnums
