Check if you are running SP4 on NT. All Informix versions prior to 7.30.TC7 are NOT compatible with it. MS changed someting in security setup so Informix's MSGSRVR service (responsible for writing messages in NT event log) can not start. Since Informix engine waits for MSGSRVR to start and it fails, it will wait indefinitely. The only way out is to remove SP4.
