Creating CGI bin

Hello, I am a student from the University of Technology,Malaysia and I Am presently doing my final year thesis project on online student registration.As I will need to process the registration forms and also creating a database to store the information, I will need to use CGI scripts to complete this project. The problem that I am having now is that I don't know how to create a CGI bin where I can send all the forms to the bin, process them and then do some other things. I have no idea in how to create the bin, where should I place the bin so that the forms that are submitted will automatically go to that particular bin, and also what directory that I should place it??? I know that maybe this is a very simple question, but I will be very grateful if someone can help me on this...by the way, I am not using UNIX platform, but instead I am running all the things on an NT server....
