How do I set FIRST_ROWS for client session?

Does anyone know how to set the FIRST_ROWS optimization goal for a client session (i.e. Windows client using native libraries, setnet) so that it will be used for all the queries in the application? I would like the client side to use FIRST_ROWS, while the server applications use ALL_ROWS, usually batch programs, db server default. Set the environment variable OPT_GOAL=0 or add a SET OPTIMIZATION FIRST_ROWS in the apps. Art S.
