If it's the former, I have just been doing some benchmarks, which may or may not be useful to you -- on a dinky little 2-way HP L-class UNIX box I've been inserting 100M 56-byte records into an unindexed table in around 80 minutes, well in excess of the speed you require. What may also be relevant to your requirements, was that the CPUs couldn't handle 100's of concurrent insert processes, but that was clearly just a function of the tin. (And I'm not knocking the tin either, it's a development box and it's being very heavily used.) I know a couple of mobile phone companies use Informix, this sounds like a mobile type of requirement? Thanks for your input. I should make it cleat that it is 50M+ queries per hour and it is a mobile type of requirement. Can you name the mobile companies?
