On Online 7.11.UC1, what determines the maximum concurrent
users shown on the last line of onstat -u? Is it physical memory,
some some tuneable parameter settings?
My onstat -u at one point showed 22 maximum concurrent users
but now it's showing only 17.

Page cleaners get added into this count. I think that CPU vps
and/or AIO threads might but I'd have to check to be sure.
Anyway, the overhead processes will be a constant number
and will not change unless you change engine parameters.
They don't count into your number of licenses.
