Presumably only so that two independent sets of people can administer the two different servers without sharing a user ID and therefore without the ODS administrators being able to do any damage to the IDS installation, and vice versa. In the ordinary course of events, on most people's systems, this is not an issue and it is OK for both ODS and IDS to have the same owner. I don't think there is a supported method for installing the software with another user and group. There is an installation-time environment variable INF_ROLE_SEP which allows you to separate the roles of DBS Security Officer (dbsso) and the auditing officer (AAO), but I think that even then the software has to be owned by informix; check the documentation for the details.
