That's pretty bizarre all right. I get identical results here (HP-UX
10.20 IDS7.31.UC5).
But I guess the real question is; Why would you ever need to run a query
like that?

errors with character to numeric, however
select *
from table
where 'literalstring1' in ('literalstring1', 'literalstring1');
works fine.
Making the literalstring a numeric, keeping the quotes, works fine
in both cases.
