It could be that you've overflowed the configured limits of the kernel and you need to reconfigure it -- that makes ENOSPC mean "you've run out of resource", and 32 is the sort of magic number techies like. Alternatively, it could be bug B36376, which applies solely to SCO ports. The problem is the code tries to open /dev/tcp instead of /dev/inet/tcp. You can workaround it by making a link from /dev/inet/tcp to /dev/tcp. The 'out of space' message is spurious; you should be getting a 'no such file' message. Maybe the number for the ENOSPC error on SCO is not error 28... The reported error number for B36376 is different (-25574), and since you have 32 users up and running, I think the kernel configuration is the more likely problem.
