What, apart from "don't post MIME"?**
Have you tried finderr and checking what 107 means?
As OTC has told you, the ontape command will change the logging status
of a database. It
will do it very quickly if the tape device is /dev/null (slightly
different if you use Windows).
ontape -s -B will give you buffered logging if you prefer it. Checkthe manuals on ontape. It's in the archive and backup guide I think,
or the Administrator's guide.
There's also a guide to error numbers and the associated text if
finderr does not work for you, and this is also available online at
www.informix.com/answers somewhere.
I think that you need exclusive access to the database while you
change the logging mode, and that the db should not have synonyms or
views that include tables in another db which has a different logging
mode.

** Sorry if this post actually comes out in MIME. I'm using Outlook
Distress tonight and I only clicked on "plain text" twice.
