The UK changes tend to be consistent but are actually decided by Parliament. We have regular discussion as to whether we should change on the same dates as Europe, whether we should have double summer time or even whether we should bother with summer time at all... And incidentally there is no rule of leap seconds. They are added as needed by international agreement.
