That means the when someone runs ontape they are answering 'Y' when asked
if they want to backup the current log. The answer should always be 'N'.
The ALARMPROGRAM script/executable is run with event #23 passed in when the
logical log changes and answering 'Y' to that question from ontape causes
ontape to do the equivalent of running "onmode -l" which changes logs, so
yes, the ALARMPROGRAM gets run with event #23, log completed.
